This file documents communication between Governor Beriah Magoffin and the General Assembly regarding affairs of the Commonwealth. Included is a copy of the governor's message to the General Assembly in December 1859, which contains reports on the state's finances, school and prison systems, and the status of the Kentucky Geological Survey; and an extensive defense of the institution of slavery as being moral and beneficial to both blacks and whites, with a stated resolve to defend it with whatever means necessary. Also included is a draft of a statement dated October 1861 in which Magoffin gives his reasons for signing several acts passed by the legislature, although he doubted their justice and constitutionality.
